Loch K. Johnson is the Regents Professor Emeritus of Public and International Affairs at the University of Georgia and the author, most recently, of “The Third Option: Covert Action and American Foreign Policy” (2022). He served as senior aide to the chair of the Church Committee inquiry into the activities of U.S. intelligence agencies, about which he wrote an insider’s account, “A Season of Inquiry Revisited” (2015).
