Jana K. Lipman is a professor of history at Tulane University. She writes about U.S. foreign policy, immigration and labor history. Her books include “Guantanamo: A Working-Class History Between Empire and Revolution” (2008) and “In Camps: Vietnamese Refugees, Asylum Seekers, and Repatriates” (2020).
